What's the ram on your older system anyway? That's the big thing I've noticed when retro-fitting older rigs with more modern software. They'll really run almost anything if you have the ram, and maybe also a more modern video card (no idea what you have in that thing). Get another Linux distro. Fedora, mint, etc. You guys would be surprised what a modern GPU, even on PCI can do on older systems.
The system has 3GB of DDR2-533... It came from Gateway (wife got it from my in-laws cuz they were throwing it out) with only 1GB of ram. It has integrated graphics. I considered a more up to date graphics card, but it only has a 250watt PSU in it and it's not worth the investment on a better PSU. I'll probably end up loading Fedora on it later.

Ah, yep, it's probably the onboard graphics then. You could still get a card for that without upgrading the power supply. Just get something like a PCI-E 520 or any card that solely draws power from the slot (no 12v plug). There's also modern PCI cards that also draw under 33 watt at full load. And anything is better than that old onboard. Realistically it's never fully worth the money to spend on upgrading old rigs, but it's fun.

Currently I use Windows 7 Home Premium x64 on my Opteron 180 and I was seriously thinking of buying Windows 8.1, but apparently, my plans were dashed. 🙁 In my country, Brazil, unfortunately it is common to see unfair negotiations between the companies, especially when government corruption infects trade. But in the US, is that Microsoft has made an agreement with Intel to gradually undermine users of AMD platforms? Does this really was a security measure?

If you can't upgrade the cpu in that system, but still want a modern OS, then you'd better start looking at Linux distros: http://distrowatch.com/ Honestly a Linux distro would run better on older hardware anyway.

Expecting software companies to continually support 10+ year old technology is just foolish thinking. There's no conspiracy behind it.... Closed for extreme necro.
