Can they even know precisely how many goes to gamers and how many to miners? I mean they ship GPU to 3rd party manufacturers and 3rd party manufacturers are the one shipping the graphic cards to retailers (and likely selling some of them directly to big mining farm). As much as i hate the current state of the GPU market i'm not sure it's AMD or nVidia fault nor it is their responsibility to clean this mess. Mining should really be regulated (like everything else) and at the end of the day it's our duty as citizen to make pressure for it to happen. Like right to repair nothing will change until real pressure is applied.
I respectfully disagree here on the government regulating it, as the government has nothing to do with how I use a product that I bought. It is however in the interest of manufacturers to cater, at least a bit, to the gaming community. Because once the mining on gaming GPUs will collapse once again, it will be gamers who will have to buy billions worth of product once again. So it's probably good to not fully alienate them or get them to switch to a different hobby. It's why intel will also have to cater to gamers, as they need to establish a presence on the market. However, I'm a bit skeptical they will turn down any sales anyway, even provided they could pick their customers.

Everything is regulated. Try to transform your house into a 10 stories building without the proper paperwork and come back here. Try to drive your car at 200 km/h on a public road and come back here. Pretty much everything is regulated it's just that we are used to those regulation and we do not question them for the most part. Also strong mining regulation would not prevent you to do what you want with your own GPU. It would just put more order in the way cryptocurrencies are allocated and traded. BTW real mining is regulated. Stock market is regulated. There's many regulations for business owner. Patent system is a regulation. Same for copyright. Etc ... etc ... etc ... a society can't function without proper regulation.

You can almost guarantee NVidia and AMD will both flood the market with their cards in the same time frame Intels cards hit retail. The real question is are the drivers for the cards stable/mature and compatible with DX12 to the point AAA game titles are playable. In a perfect world Intels cards will be low cost and plentiful in numbers enough scalpers avoid them so they fall in the hands of enthusiasts and gamers.

I think Intel will have ok drivers they've always been alright for their igpus and typically support most features, but this could be totally different either way it's exciting

Yes, you have some regulations. Its when the free people come in together and agree to give up a bit of their freedom so that the society they live in could function in the way they want to. I'm not disputing that you might want to give up more of your freedoms, but I personally dislike it. I want less government involvement in anything, because governments are incompetent. They are ran by incompetent and often corrupt and self serving people. I have zero faith in any sensible regulation and I oppose it on a principle. Quite honestly, I wouldn't be surprised if the regulation was just a massive tax slap on the gaming GPUs.

intel igpu obviously . You don't think drivers will be different for Arc ? 😀 Obviously it's almost same arch and will suffer from same problems . It's not a disaster but they are far behind.

i predict current igpu drivers for different architecture are gonna be different than future desktop drivers for a dedicated card. better or worse, but not the same.

i woudnt get your hopes up, Raja, the guy Intel hired to design these chips has a LONG history of overhyping himself and everything he works on. Promised an "Nvidia killer" for many years at ATI and ran that company in the ground. After AMD bought the company and got rid of Raja, they finally were able to really compete. I cant believe Intel hired this guy, hes a fraud in my eyes.
