I think this is just selling the last stocks of Navi chips with an improved cooler that we might see with Navi 2 or was in the plans to be released a lot earlier. First Asrock cards haven't had the best coolers possible, so they are still learning this business section and try to polish their brand as much as possible.

Since I have memory and from the 4000 series I have always recognized AMD gpu brackets as X500 series - Entry level, X600 series - mid range, X700 series - high end, x800-900 series - Enthusiast or dual gpus. 4650 5650 7650 RX - 260 or 360 RX - 460 or 560 5600 / XT - ???? I´m not interested to get into the non sense wars if "nvidia is better" and such and people start comparing the 5600 which certain GPU of the other vendor and claim it is X or Y bracket; and I´m dare to say this is mostly consistent with how AMD try to project his cards (at least to a very personal experience and perception) So taking the brand to a vacuum and comparing how they launch they products historically I, repeat, I would say that the 700 suffix for their product is definitely their high end bracket.
So, in other words.... They're high-end cards because YOU say they're "high-end" even though they were never marketed as such....
