I remember lots of stories of people buying boxed Iphones only to find a bar of soap inside the box...
This as been happening for a few years here in Portugal!...

It does seem pointless to ship a bare card, its just as useless as a brick.
Why go to that bother?
Unless its some way round the law by shipping at least part of what was ordered to stop them having to do hard labour!?

nah those are most likely the cards that where harvested to repurposed for AI hardware ...and someone / ones from the harvesting center got the box the cooler the pcbs assemble em back to look like a complete card and started selling em like full cards to scum people .
