If not then does that mean that games will need to implement both DLSS 2/3 or is like DX12 with feature support tiers?

I still see no significant difference in most RTX applications.
Ya, sometimes shadows look different, but that can and is baked already into existing games.
I think most differences we see are done on purpose to try and justify the tech.
We're probably still years away of real RTX, or for it to be meaningful in a way you could not live without it turned on.
