Intel can easily outbid AMD for things like this. They can even not profit from it.
It adds more prestige, which is needed with AMD being so competitive.

It has obviously nothing to do with AMD or even Intel processors, specifically. Its just that Intel is big enough and has enough technology to manufacture advanced chips in US. Its a move of US to secure their technological base in case of conflict with China. Especially since it will be fought over Taiwan, a home to TSMC. Its good news actually.

let's also clear up that this contract calls for the most advanced technology that Intel has developed (euv) but has yet to build out.
there will be unique features like hardening that are not a commercially viable feature (price/perf) but a highly valuable military feature.
and in reality this is no different from Taipei building out TSMC by supplying land and infrastructure at no cost for one and reduced rates for the other.
but in the medium to long term this is very good for Intel, Computing, and the consumer.
in the short term it's irrelevant except to shareholders and defense boffins.
