"Intel has temporarily paused shipments to this customer to make some changes to our supply chain as required by United States law," the company said in an official statement. So they are looking for a solution which might include shipping to somewhere else. There are companies who make a living of such, no need for Inspur nor Intel to create some puppet company.

Maybe I am connecting dots where I shouldn't. Does this has anything to do with the aforementioned China+Russia plan to get rid of the "western" software+hardware? Maybe they are on something and the development of their joined Red Linux have gone through beta and it's ready for deployment? I repeat, I simply assume and have no concrete data nor Intel.

During the Cold War over half century, such restrictions existed to USSR and its allies. You cannot blame Trump for standard USA policy since WWII.

Somebody will sell those CPUs, be it AMD or some Chinese company. Sadly this orders shows how one misses out on the opportunity to get a backdoor into Chinese military infrastructure since Intel CPUs are soooooo free of any security issues. 🙄

It's not that a policy exists, it is how it is implemented. I'm sure you're smart enough to have not made such a weak defense for a poor policy decision.

The upshot is that I doubt either side could find someone who could do worse. To the topic at hand, China’s homegrown processor designs are still significantly behind leading x86, ARM, IBM/Power, etc designs from foreign competition. That previous AMD licensing agreement was limited to the zen 1 architecture and AFAIK had not advanced beyond that before it was ended. I say cut off ease of access as much as possible and deal with the financial hits. After all, CCP is using every technology asset on-hand to suppress and subjugate dissidents, Hong kongers, and Uighurs - the latter into literal concentration camps. Any roadblock to technology access for the CCP equates to a win for humanity at large.
