2.9 just adds GPU acceleration to Windows subsystem for Linux. This should work on any DirectX 12U enabled system. Nvidia implied that RTX IO might work without DirectStorage in their blog:
Microsoft is targeting a developer preview of DirectStorage for Windows for game developers next year, and NVIDIA RTX gamers will be able to take advantage of RTX IO-enhanced games as soon as they become available
DirectStorage available next year, but RTX IO will be available as soon as game devs start supporting it for their games.

Does this driver completely break custom Color-profiles in every fullscreen application for just me? Or, it is everyone?

They're related and will work together, but they're two different technologies. Microsoft DirectStorage is meant to reduce the overhead and to allow for more IO requests at a time in a much more efficient matter. RTX IO is a decompression technology. DirectStorage will make RTX IO more efficient.
I genuinely don't think RTX IO will work without DirectStorage enabled within Windows. This feature allows a GPU to access physical storage within the system through the PCIE bus. How companies like Nvidia (with RTX IO) or AMD (with their version) choose to use this feature is up to them. But I am sure they won't function properly (or in a limited way) without the DirectStorage feature added in a future Windows 10 update.

Doesn't look like it. I think original OC scanner wasn't available for Pascal at first either but Nvidia later added support for it, so maybe there's a tiny chance that they'll add 10-series support down the road but I doubt it. Also it looks like OC scanner in MSIAB for 10-series might be disabled if you use 456+ drivers, unless I misunderstood RTSS release notes.

Nice that they fixed this after seeing some posts around on the net saying that this will never get fixed because that's just how HAGS works. People will multiple displays will be happy. I wonder if any HAGS related BSODs got stealth-fixed...

GFE impressions: Performance Overlay is very half-baked, no customization options whatsoever, hard to see and has some scaling issues (downscales a bit when GFE overlay is closed). On the bright side frameview service only runs when performance monitoring is active so that's nice I guess. Other driver/GFE issues: nvcontainer.exe now constantly writes data to events.dat-wal and $logfile, my HDD is pretty silent but I can hear it dump data every 20 seconds or so. OAWrapper.exe also going crazy, seems like it's scanning games or something launching with args like: "~\ApplicationOntology\OAWrapper.exe" -a the_witcher_3 -p "X:\Steam\steamapps\common\The Witcher 3" -g a NvSHIM.exe also pops up frequently. Telemetry is going crazy in this driver (or GFE), rolling back to previous hotfix for now.

They pulled all fixes from and beyond 451.67 into 456 since the 455 set was originally forked from 450.85 its the same id [3037846]

Why not remove telemetry with uKER’s driver slimming tool? It’s the first thing I do because NV drivers are pretty bloated nowadays.

Nuking telemetry makes it impossible to use GFE from what I understand, and I use some of its features so... 🙂
