Maybe but CTR allows me to flick between pre-sets depending on what im doing, the ability to run with lower voltages at the press of a button is nice.
Whilst I am looking forward to playing with this software on my 5900X I have to admit what you described can be done within Windows within just a few clicks as well. Obviously not to the same extent as with this software. But switching to the windows power saver power plan and then altering the max/min cpu state I can lock this to 60% and my 5900X locks to 2.2GHz with a really low voltage of 0.457v - 0.625v this speed is more than enough for general PC usage such as web browsing, office work, streaming movies, downloading files, etc. Then with a few clicks switch to balanced power profile when gaming, video encoding, etc. I did the same thing on my 2700X (needed around 50% on cpu states for 2.2GHz) and my 3900X (needed around 75% on cpu states for 2.2GHz). For my 5900X anything over 60% and the clock speed switches higher and anything under 60% and nothing changes and it stays at 2.2GHz. Still looking forward to a new program to play around with though mainly for undervolting.

@Martin5000 if you had spend the 2 min it took you to make that aluminum foil hat, and read thru the guide, you would have your answer, and not be posting (fill in what you like)...
