First X570 boards are released, all with three M.2 sockets each offering PCIe 4.0 x4 (64 Gbit/s). The reason they do this is to assist PCIe 3.0 x2 drives which are limited to 2 lanes
There are few such devices and they are quite slow too, so it would only help synthetic benchmarks.

X570 PCH actually includes 16 (sixteen) downstream PCIe lanes, which add up to the 24 PCIe lanes on the CPU, with a total of 4 (four) 4-lane physical interfaces (4x PCIe 4.0 x4 PHY), fully configurable in PCIE x16, x8, x4, x2, x1, and SATA modes. I didn't say it was a good idea, just that they do it and explaining their reasoning. The point was that you could switch if need be. But a bit of a moot point with regard to this thread as we see the downstream lanes are PCIe 4.0 without any compromises, the B550 might be a bit different of course and the chipset pays by needing a fan. Still, exciting for NVMe fans.

I wonder where does it put the Socket TR4 platform and the upcoming Ryzen Threadripper 3000 processors - since the X570 and the Ryzen 3000 offer 40 PCIe 4.0 lanes in total, allowing full-speed triple SLI and three NVMe SSD slots, the practical applications of the TR4 platform will be limited to a few specific tasks that can scale with additional cores and memory channels, such as 4K video editing, and very high-end systems that require 60+ PCIe lanes for things like quad SLI and NVMe RAID-5...
