Hundreds of NPCs are probably easier for RT/PT than lots of foliage with transparency.

Im honestly getting sick of this never-ending graphics mental masturbation. RTX, ray this that, dlss, FG... imagine... imagine if we were talking about real deep AI for NPCs, detailed interaction with the world, depth... maybe sound propagation (yes that could be ray traced as well, but we focus on graphics..) Its all getting pretty retarded if u ask me. What we are getting are literally polished turds. And ppl paying 1000s of USD to see them. What the....

Also games have been using ray propagation for sound for years - there just isn't much need for like anything crazy there. You can fire like a couple dozen rays to get accurate sound, not the hundreds of thousands needed for graphics.
Why does that matter? We already have Cyberpunk 2077/Control/Doom Eternal, etc - all universally agreed to be great games and feature Raytracing. Even if this game sucks it's not because it has RT or DLSS/Upscaling. Clearly others were able to do it - even Remedy with Control.
Plenty of people are working on these things. Nvidia has show cased deep learning AI for NPCs and how that could lead to things you're talking about:

Using available technologies to make your game look as good as possible is what smart developers/studio would do.
Gaming industry is much more crowded now compare to a decade ago, much tougher to sell games nowadays....
I will give an example, Hades won several games award in 2021, sold 1mil copies in 2 years, that's a mighty low numbers, most people would rather play pretty looking and fun games.
