They are paranoid that AMD/Intel have built in Kill Switches and hackers could shut down all of Russia's systems with a single line of code. I'd believe that too hence they want to move away from American silicon.

They just don't want to be giving their money to American companies, or running their government systems dependent on American manufacturing. I doubt they really think there's back doors in them.

I really do think they believe or have suspicion that it could be done. I have recently read a paper on the growing threat of cyber crime/warfare and BELIEVE me they take it 100% reality. The UK alone has recently set up a Cyber Crime Unit with over 500 people at it's heart. You think it's for Pedo's and pirates? No it's because everyday the UK is hammered by over 200000 serious attempts to break into top government systems from China and Russia mainly, amongst others. We even now know what building these attacks come from, well in China at least. I bet it's reverse as well, UK trying to gain info from hackers payed by the Gov. They say WWIII will be a huge Cyber War in the beginning and hacks vs military tech has already begun.

There's already the possibility of BIOS malware. I mean, in the end it always comes down to how interesting you are to watch and the cost of making it happen. i guess it is more "let's make OUR industry work"... they where doing nice x86 clone during cold war despite a not so advanced industry. (there is also a political argument... but it is not the place for it in Guru3D's forum)
