I say, it won't have 142 SMs. Maybe 136 to 140, but they will keep the fully functional chips for the much more profitable pro cards.
But still, I have my questions on wheather this will become reality in itself, or if it will pay off to get one over a 4090, even when it launches.

If its fully enabled chip with 48gb , I bet its gonna cost around $2500-3000 usd

Isnt it little too early? Nvidia likes to milk customers with such a product right before they release new gen.

I'm actually thinking Nvidia will be making a dual die gpu... a 4090X2 and that is what would be the 48gb 800w variant.

48G is great for a Workstation, as someone who does ML.
But won't be using that for just "Gaming" You're lucky to use the 4090 for games atm.
However, it will come down to price as Nvidia just released their workstation GPUs with that amount of memory, and its $6000-7000 USD...
So I am thinking the Titan will be $5000 USD min.
