Funny thing I noticed in it...is his press driver seem much older then the one leaked this morning on reddit from a Fry's mistake of selling the RX 580 last night.
The XFX RX 580 the guy got from Fry's has drver version 22.19.147.0 (Crimson Press) Beta on the driver install CD and his in the leaked benchmark 22.19.128.33 (Crimson Press) Beta.
Just noting performance might be affected by that as well the power issue he describes.

I just wanna apologize ahead of time to whoever buys this. You can call me a fanboy or whatever. You can say apologist crap like "completion is good." You can ban me. Whatever. This needs to be the Nvidia killer, and Nvidia is a step ahead in SOFTWARE.
Sorry to sound like a fanboy, I don't believe in that crap. I do believe software wins in the end though, always. AMD has shown only surface attempts to bring software up to spec. Focusing whatever capital they have for this on hardware. It doesnt matter anymore. If this is Ryzen priced GPU edition. Nope. Sorry. Flame the **** out of me whatever.

This is just a higher-clocked Polaris with a new driver. It's not the "killer" of anything except the 1060.

I want a Vega with HBM2, because I have a 4k monitor, cant play BF1 with 4k resolution. Maybe wait for Vega or maybe buy the rx580 look nice and have good price.
About Nvidia. I dont have one from the fail of gtx480 was a really pain for me. I was fan of SLI and buyed a pair, was terrible expierence. Amd save my depresion when I had My dear 6990.

Nice to see he got it up to 1400-1500MHz.
A good example of what the process change enables in that region.
Is Vega the same GCN tech as Polaris, or is it newer ?
If its the same, i guesstimated last night, that it should be around 11380 Gflops, which is a tad higher than the 1080Ti (all stock, of course, assuming Vega hits 1500MHz).
That would make it in between a 1080, and a 1080Ti in games.
The extra memory bandwidth from the HBM might make the difference needed to leap just over the 1080Ti, but then again, there will probably not be much overclocking headroom, whereas the Nvidia, appropriately cooled, will probably get better results. AMD could also give us some watercooling headroom, if they were nice, and help there.
edit : I'd forgotten its a new NCU rather than a GCN, so not totally comparable.
Should be better than that guess.

Would modding the bios even do anything? Adding a 5% overclock or so should have much the same effect if it's about performance although I guess voltage, power draw, fan settings and other parameters are in the bios too and not all of it can be edited by the user.
(Would modding the bios work at all for that matter, they probably tweaked both the GPU and the stock PCB since they're calling this core by a different name though it could be minor tweaks.)
