I think they got that back asswards. Shouldn't it be 1440P 27" and 4K for the 32"? 😛

Maybe I'm old but what's wrong with a 4k 60hz monitor? Current hardware can barely handle it.

I don't know about what you use your PC for, but my first love is first-person shooters. Ever since Quake got support for OpenGL it's been all about the frames, often at the expense of image quality. So that's my first reason. The other one is, I've been really into high frame rate videos since it became a thing. Both of these undertakings demand a higher frame rate and therefore a higher refresh rate. You might pooh-pooh this, thinking that 60 fps/Hz is plenty, but when there is lateral camera movement it becomes quite obvious that it could be smoother and more frames are required. Improving frame rates and refresh rates is key to smoother lateral motion in games and movies. Once you get accustomed to this, it can be irritating to go back to watching video at lower fps. At this point I don't really even care for 24fps video. I always try to use frame interpolation to jack it up. I can't wait to be able to afford all the hardware to get to 144Hz! But that's still a little out of my reach, as a decent monitor is out of my price range at the moment, and I'm still using a GTX 1070. I have to wait another couple o' generations to justify an upgrade at the prices they want these days.
Not to get off topic, by the way, but I'm a little creeped out at all of the new cameras that can do hundreds of thousands of frames per second, because of course they will be hooked up to big AI and then we'll all be scrutinized to a level of precision far beyond mere human perceptive capacity. Who knows what actions they might justify with that sort of data?
