I'm not playing triple A games and the 1660Ti is not the leap i'm looking for. only a company that innovates will get my money. having the same perf/dollar as last gen doesn't.

Dropping your prices means you have no real answer to the competition. but I guess that's nothing new from the Radeon team at AMD.
RX 470/570/480/580-GTX 1060 3/6GB, Vega 56/1070 Ti, Vega 64-1080, 270X-760 290-780. All near equal and all AMD varians are cheaper, and these are the one's that instantly came into my mind. And I could go on. 🙂

It's still hard to say what Nvidia is up to at this point. We know they're using the cut and partially defunctional chips in the cards they release now, but I doubt we will see any "2080TI without RT" since those cut down chips probably make it to the 2070 / 2060 respectively. With PCIe 4.0, I guess they will offer something for that tech, but they might merely hold onto their cards until AMD releases their next Navi top dog, seeing how it goes (and how it's priced), and then they'll release their "answer". But that's just speculation at this point.
Yeah I think your right, still it be cool to have a 2080 Ti with no RT for way less. Seems like the right thing to do now for them is just wait and see how the big Dog Navi's do(please gaming Gods make them own btw) and take it from there. I guess at this point they got all the corners in check and we just got to pray mega Navi deliverers so we all win. 1080 Ti owners are sure in a tough spot almost seem like they are going to bench us this year and we will just have to wait for 2020 unless Q3 or 4 drops something huge or mega Navi is insane. Wish I had a crystal ball LOL 🙂 , going to be pins and needless for the whole year I think who knows what will happen.

In the old days there was a new release about once a year. But since stuff was a bit slower recently, with Pascal, there was a bigger gap. So maybe we can see 7nm Turing or whatever new architecture for the holiday season (ie. christmas), or maybe we won't. PCIe 4.0 is really in no hurry, since PCIe bandwidth is not a limiting factor for current graphics cards. They'll probably support it on the next generation, or maybe the one after, but I doubt they would use it as a reason to rush something out.
Man "7nm Turing or whatever new architecture for the holiday season" would be epic. At this point I am not very hopeful it will happen and like you said they will probably just stick to every two years for a new major skew/tech refresh now. Seems it will lean that way that the next PCIe tech will just wait for the next GPU tech and by that time all the mobos will have it(so ti makes sense to do that). I doubt they would even add it to the refresh on the 2000s at this point if they came out this year. Still it be cool if it did. My gut tells me that Navi will be 4.0 for sure and the 1st GPUs to roll with it, be interesting what the benefits are in real game performance with a fresh mobo + tech and CPU, NVMe etc.

Already talked about how Vega was both late and underwhelming in terms of noise and heat the Polaris lineup was solid, the RX 580/480 is the single most popular AMD gpu. I wonder why...

There is practically no significant difference between PCIe 3.0 8x and PCIe 3.0 16x today, as many people have tested over the years, so moving to 4.0 won't really offer any benefits. Unless of course you want to run a bunch of cards in parallel all on 4x or something like that.

There is a difference in bridgeless multi gpu performance, so Gen 4 will have an impact on Arcturus+ multigpu even if Navi doesn't show much of it.
