Not really surprising considering a Sandy Bridge is for all intents and purposes is still as capable as a Skylake. Ryzen being the only real "new" innovation to come to market isn't enough to boost the numbers.

The astronomical RAM prices are partially responsible as well. A mobo goes along with RAM and CPU. The GPU prices aren't helping new builds either.

Everyone is on point. High ram prices and no convincing reason to upgrade for most people especially gamers. Intel's mainstream 6-core should help kick start motherboard sales again since It looks like it needs a new socket.

No innovation for 6 years from both brands...
High DDR4 prices (double what they once where)...
Consoles getting better with late generations...
No reason to justify the MB+CPU+RAM=Expensive Upgrade...
Putting stupid things on MB and make them expensive AF (RGB)...
And many more reasons to justify the decline.
Maybe this year we see a somewhat of a turnaround.

I agree, no need to improve.
Joke aside:
More people are poor, to be able to pay for a MB + CPU + RAM and to keep them more that 4-5 years is nice for them.
I will like a big improvement like 80-100% increase in performance from one generation to another in all scenarios.
But this will never happen the way things are going now.
Still many don't see the need to upgrade if you got an old PC (maybe the GPU for new games), others don't need the PC anymore (console or smartphones/tablets) and others only buy a notebook and that's it (no need for a Desktop to, in the good old day's first was the Desktop then maybe a laptop, now only laptop for many).
