Intel wasn't even close to producing/implementing this. The people at the OC-lab just did their job and OCed stuff, it is experimentation, that's all.

It is the most likely explanation. Also, the head of the Overclocking Department tried to overlap his expertise over other departments focused on the data stability and reliability on enterprise pro&consumer markets. Just a small publicity stunt, in my opinion.
