100°C for "thermal specifications"... I wonder if any of those engineers being fine with 90°C+ CPUs ever wondered on how fast TIM degrades / dries up with whole generations of too hot hardware (to some extent, both Intel and AMD)

Why bother? 15900K is just around a corner.

Even if it wasn't, the question still applies.

There wont be a 15900k. It will be called Ultra 9 190H or something like that.

If you were to order a pre-built machine with this processor and a 4090 you would probably need about a 1500W PSU. It would be illegal to ship that machine to about six states, including California. About two years ago I ordered a machine that came with a 1000W PSU. Six months later I wanted to see how much the price had changed and found that I could no longer have that configuration shipped to me because that law went into effect. I would not claim it is a good law but that's the way things are.

They may have a few highly binned chips they want to take advantage of for marketing purposes. To be the top chip on benchmark charts. It may not be produced in much volume, but just for show in benchmarks. I hope review sites also show that its top of the charts in power draw as well.
