it depends where you live and what you do. i live in Palo Alto (Silicon Valley). this is a D.I.Y. option instead of hiring an electrician which would end up costing more the larger the LAN is. at this time in this place this is a very cost effective item. it's not much different than a builder buying a proper drill. there are literally hundreds of thousands of rental properties with LAN just in Santa Clara county and a lot of that has been DIY'ed over time by different people.

Just buy a new Cat5 cable (all you need) and run it through the house, no need to spend 400 bucks on a tester.

If it's a professional tool, it might be possible to rent one from somewhere for a day. Companies do have for rent all kinds of tools, after all.

the reason you need this is because "the last guy" did that... and if time is money you better bet it had darn well be a clean installation but you might be surprised at the number of screwed up jobs and improper termination (RJ45) that result from badly laid wiring (esp not being 90 deg from live AC). been building LAN since the 80's just before they had IT designated jobs

Fluke lan tester is way more expensive , however this one from the looks and only shoudn't be more than 100€...
