The stock configurations of all of these cards exceed 350W and this doesn't even include the transient loads these cards are well known for.
While yes it's possible to undervolt, this is doing something that's outside of stock configurations and varies on the quality of the sample, some cards are very good at it, some aren't.

I wouldn't be surprised if they choose to focus on reducing power consumption considering how much it shot up from the 2k to 3k cards. Until there's a reliable leak or an announcement we won't know for certain.

As far as I remember the RTX 3070 is 220W and not 285W

if that means 100-200,mhz less boost then np, let users OC more if they want at expense of extra volts and watts.
A friend bought a 3080 12g recently and he said it auto set to 1.25v? but he lowered to 0.90v? and it boosted around the same in same games 1890-1950mhz, sometimes near 2000mhz.
?* or he maybe read it wrong, isn't 1.25v high for stock 3080?

At some point there will be a lot of pressure on computer components to be more energy efficient.
It will come from consumers, other business partners and governments.

more intrested ins 4060ti tdp and performance, i have very little intrest in GPU using more then 200 watts that is already to much heat to be dumped in my room which what my 1070ti pushes at it highest. i prefer 150 max at this point but they dont seem to make those anymore
