I get random flickering on the top of the AG271UG (RTX 3080 VISION) monitor after turning on the PC .. is this only fixed for 1660?

You could try installing this windows update. This one actually fixed screen flickering I had with 465.42 driver but I am no longer on that driver version

It fixed the issue for some GeForce GTX 1660 Super cards that shipped with older VBIOS. Can you share a video showing what your flicker looks like?

Hmm!... It mentions my card. Anyone with 1660 Super noticed the aforementioned problem? Because I didn't. Although I always have VSync and FPS Limiter always enabled at 73Hz.

Flickering in Chrome still not fixed for me, but it is less common than it used to be. Incredibly strange. Using 1660 Super.

Does the rollback of the driver fixes the issue? Does it happen only from cold start or on every restart you get 20 min flicker? Since that does not sound like driver issue to me but a bad monitor that flickers until it warms up.

After removing the driver, the monitor does not flicker after turning on / off .. the entire upper part of the screen flickers somewhere 2 centimeters ... with version 461.72 it does not always start flickering after turning it on, but with the previous version 461.40 it flickers after a cold start .. if you just turn it off, turn it on yourself the monitor without turning off the system unit still flickers the top of the screen ...

the NVIDIA Control Panel is no longer included in the base DCH driver package and is instead distributed exclusively through the Microsoft Store DCH explanation on nvidia website

I've used DCH for maybe 2yrs now and I haven't noticed any particular problems with it tbh.

Microsoft has given IHV's permission to include the app install binary with the driver, and nvidia has been doing this for almost 2 years now.

What does that matter? People should be allowed to continue using whatever browser they wish without random flickering from a graphics driver... this issue had been going on for some time the bare basics of a graphics driver should address simple flickering in 2d environments... Just Sayin ;P
