Forza 4 was disabled in previous RTSS releases,
7.3.1 enables overlay for Steam version only.

Impossible to update becasue i can't kill RT server proccess ( it will restart second i kill it ) i guess my w10 went crazy 🙂

Like @Astyanax says, close afterburner. With Afterburner open it will continue to detect the RTSS process and load it because some of Afterburner's features (Monitoring/OSD) require RTSS to be running.

Forza Horizion 4 overlay never has worked. Horizion 3 and Motorsport 7 always worked.

It does work but i use rtss by itself without afterburner.

Is there an ETA for when this version of RTSS will be bundled with the final stable version of Afterburner?

When/if there's a new version of Afterburner, and there might not be one. There's no need to have a whole new "bundle", you can update RTSS via "check for update" button or by just downloading the new one (in this very thread even) and run the installer.
Afterburner and RTSS are independent from each other, you don't need "both" together to install or update RTSS.

Windows 10 OCT 2020 UPDATE.... intel i5 9600 and radeon xt 5700.
No luck at all. I rebooted and reinstalled. Nothing pops up.
Older versions give pop up issue about hook failing.

Weird. You shouldn't be able update with it running anyways. MSIAB and RTSS installers will automatically kill the install/update process if it detects they're running.

No. I installed msi ab combo and it works now. Maybe something AB registers.

oh, this has been mentioned before, you need to use the current AB with the current RTSS because of new additions.

Edit: Fixed it, it was 731 not working, rolled back to 730 and osd is a-ok!
OLD INFO:
nevermind... its running and the limiter works --- but the osd is not coming up at all... I updated radeon drivers and rebooted a few times.
I really dislike the way software has come with minimal logging, can't find anything to troubleshoot this or windows when these hasty issues come up.

Seeing only parameters displayed in system tray NOT ingame OSD. I can not see the RTSS server icon intray to open and make adjustments. But it shows up in task manager
