It would be nice if AMD fixed the stuck 100% performance bug.... it's kind of driving me nuts hearing the fans spin when not playing games.

Core and memory clocks are stuck on high for you?

I'm not sure exactly I just know that the past few drives makes my video card that is 0rpm have the fans spin after playing a video game which it should not be doing.... I thought it was related to the bug that makes performance stuck at 100% after playing a game.

Just a driver for support for new GPU's, with all the same problems. lol
I'm waiting for a new enterprise driver, last one was from 12/03/2021. I was told by a Radeon Pro team guy, he said "This time the delay is due to some ISVs moving to Vulkan. Please be patient."

Enhanced Sync may cause a black screen to occur when enabled on some games and system configurations. Any users who may be experiencing issues with Enhanced Sync enabled should disable it as a temporary workaround.

Make sure to bug report it in the driver - I had the same issue before where previous drivers claimed it was fixed but it wasn't.
It's working for me now so perhaps my particular configuration has been fixed (I bug reported it before).

I can't reproduce this anymore on my end. Did you factory reset install and then reboot after?

Odd, this is working fine for me on NV21, NV14, Vega10, and my Cezanne's Vega8

That's interesting, though an unlikely variable. I never keep my settings between clean installs, but I doubt it's relevant. Might be worth trying the Cleanup Utility or DDU?

okay, I'll do this if it can help ... not that it will be a game changer, but I use Stardock Curtains and normally the background of the windows in the explorer must by transparent with the theme I use
sometimes the explorer crash and, I assume some process stop working then, and ... miracle ! the effect is back again ... until the next reboot -_-

... and, yeah, I did a clean install of everything.

So you're using a third party shell extension and that's for some reason not working with the driver? Is everything working as intended with this extension disabled or uninstalled?
the verbiage used with your prior comment:
"-- No ! I experience this bug since I bought my 6900XT and it's still here after this driver update ... not fixed at all !"
...implies the driver is solely at fault here, and is a bit misleading.
