A polling rate of 1000hz is the limit of the USB interface itself. If manufacturers thought there was a need for more than 1000 input refreshes per second they would have to invent a new physical connector with a completely different driver stack in the HAL.

No they wouldn't have too. Just a driver/firmware change. There's an experimental USB Filter driver that allows you to go up to 8000 Hz on USB 3.0 ports with existing 2.0 mice. Doesn't work with all mice though, some are capped at the firmware level.

1 ms extra delay from input is fine for nearly everything, it'd matter only to the most hardcore FPS and fighting game players, and even then that's such a tiny difference compared to all the other delays that it doesn't matter much at all. What I have a beef with is console controllers, they use a polling rate of 250 so it had 4 ms extra delay, that actually is just enough to matter. Considering how common it is to use them for fighting games that's absurd at the pro level. Yeah I know they're typically locked at 60 fps, and that's what they're played at, at tournaments, making 1 frame ~16.67 ms... but believe me the pros can feel that extra 4 ms. Source: I used to play with pro players every week.
