Bare in mind this is total system power draw
I have serious doubts that if you did somehow find a way to get that GPU up to that wattage, which i dont believe just going to be honest, that the cooler you showed would be able to cool it adequately without throttling majorly
The GPU you just showed most definitely focused on looks, albeit a different timeframe of what people thought looked good/decent. The cooler did not have to be made to look like that and could have been made cheaper
Though i am curious how you got your card to run with nearly 70 watts more then other peoples OC, or if you saw system draw, or had a bad reading, as 145 watts for the 7790 i can't find anyone able to get it to draw that much

Later I have few R7 260x but this same chip but newer again I have such good OC capabilities.
I can be wrong but I cannot test it now because I already sold it,
If remember correctly I reach performance and power consumption of stock R9 270 after max OC also I experienced also blinking screen due high power draw readings from GPU-Z
this can be 120W but this been 5+ years ago and I do not have power draw screenshot.

These are being advertised for more than the RX6500xt in the UK, Currently SCAN have a deal on the RX6500xt at £170 the RX6400 is showing at £215 for a low profile version.
