I bought this PC back in 2019 and we're talking about PCIe5.0: do we actually need it? I feel a bit worried about GPUs coming with only 8x PCIe4.0 though, that might not work well with PCIe3.0.

It'll probably be fine, On an older PC I ran an rx 560, resulting in pcie 1.0 x8, it was acceptable, by that time the cpu was so old that it didn't have much effect on the overall performance. unlikely to make much difference unless you are running out of vram. There are some potentially interesting things that you can do if you have more bandwidth and a large amount of system memory(>32gb) to pull from, but I doubt any games/consumer applications will be doing anything like that in the near future.
