ViperAnaf:

great marketing stunt by AMD against the feeble minded... taking a standard PCIe feature that exist for years and name it differently....
SAM is more than resizable bar.. but yeah, sure.

The more I'm reading into this the more I'm disappointed in finding that AMD never bothered to add the specific instruction set for resizable bar in their CPUs until Ryzen 5000. Where as Intel has had this PCI Express feature supported since their 4th generation Haswell Core CPUs. I was really hoping SAM could be expanded to all of Ryzen. But it looks like it will be just to whichever Ryzen 5000 works on which will be X/B 400 and 500 motherboards. Could it be processor die size constraints that limited AMD for adding this instruction all this time? Also what about Ryzen Threadripper, was this bigger CPU constrained, surely Threadripper's larger die size could have more available space for instructions that couldn't be added in regular Ryzen.
