It says it in the article.
It's an FPGA for prototyping and validation of design. Basically when a company like ARM goes "we want to try this new architectural thing with our SoCs" - instead of fabbing that chip plus hundreds of others as they work through various iterations and fixes they simulate it on this FPGA.
Probably $200-300K but typically you enter a contract with Xilinix because you use their entire software ecosystem when prototyping on stuff like this.
