Not surprised. As you said Windows 10 is built on 8.1, underneath its very similar.
I haven't really noticed any difference in gaming on it.

more seriously i haven't noticed any (major) change since W7 or W8 or W8.1... but the result where already positive so it is great already.

i dont think win10 will give better performance over win8/7
even there is, it will be just slight/minor improvement, and barely incrase any FPS
except dev. making a full dx12 games... by then maybe we really see the improvement

W95 was better, because while both crashed and became unusable at very similar rate. I could reinstall/recover W95 much faster since it was smaller 🙂

There are quite a few improvements with AMD hardware actually. 10 is nothing like 7 for me here, the differences in lower framerates and smoothness are very big.

That really rise the question why won't they release DX12 for Windows 8.1?

Because DX and WDDM are tied together and WDDM drives the entire display system, for graphics, movies, sound, DWM, etc. Could they back port it? Sure, but it would require a bunch of engineers to do it and a bunch of Q/A people to test it on a ton of different configurations.
Easier + more profitable to just get you to buy/download the newest OS.

But not at fps expense. For example every new Ipad got better HW, so they add new effects. At end, it looks better, but fps still badly fluctuate. At least here on PC we can have graphic settings in games.
