They have separate versions of game for Europe/US (and high income countries) and Eastern Block. There is huge price difference. That is why many steam games could be bought cheaply from 3rd party and activated with RU vpn.
I am more amazed that for the first time in about a decade (seems that long) CS GO almost didn't make the top ten.
Yes, I was like... wtf? But it means that CS:GO nearly saturated its market or Valve is not banning enough cheaters.
