Doubt the gaming variety will have a higher count as AMD does not have the capital to create separate gaming a professional GPU's.

It should be fine considering 32 ROP is not limiting factor on 480 and 580 vs 290x with 64.

It's not really low, and AMD cards have historically no issues with ROPs (see good performance in high resolutions). It's polygon count and shader utilization that bites them back. Even so, with some optimizations and the higher frequencies the fillrate should be ~GTX 1080, which is actually high, considering how almost all older architectures have had lower fillrates with no real issue.
