I believe it is function over form. If it dissipates the heat better than all the other 3rd-party coolers, why not ? I mean, who buys a gaming card for its looks ? it's not like you'd actually see the cooler once it is installed in your PC.

I like how it looks although I have no idea if the tilted fan has any advantage or if perhaps there could instead be a disadvantage to it, probably won't need full contact since it's the first fan that cools the actual GPU (Although there's still VRAM and VRM's) and the second fan tries to push air into the exhaust fan of the chassi though would additional hot air leak through the gap created? The additional height by the slightly raised second cooler probably also makes this a triple-slot too which could be important for multi-gpu users.

If i were to hazard a guess i would suspect that the tilted fan allows more air to dissipate from under the shroud - but their implementation if that is the case would be really silly (why tilt the fan, just lift the whole fan up instead of one half of it). the AIO section of the cooler is the meat-and-potatoes of the cooling solution, this second fan looks like it is just for VRAM and VRM cooling (like you had already suggested). therefore, not really necessary.

while the 390x is impressive at stock the overclocking is a big let down for me. Also it still runs kinda hot but no hotter then my stock gtx 670 befor i modded the crap out of it.
