Why do some manufacturers choose to make a "backplate cutout" and some don't? Palit 3090 don't have a backplate cutout. MSI does.

My 3090 GameRock has a backplate cutout, unless you mean right behind the gpu the no. Flased my non OC version with the OC version bios(470w max power limit). I'm only a few hundred points off the TimeSpy score compared to the Ti version. https://www.3dmark.com/spy/17282473 Ti seems like even more waste of money compared to the normal 3090.

simple answer - air circulation it is easier (and often better) to have a cut out on the backplate than to have either the build up of hot stagnant air or the expense of engineering passive cooling. a lot of backplates are 100% cosmetic or are there to combat pcb sag

Yeah, it's what I mean is on MSI 3090 ti versus Palit 3090 ti. One has it, other one don't. It's a very expensive component, I would assume they ( MSI and Palit) have one opinion there, but they don't.

But if there is a cutout right on the most hot GPU part why have a backplate in the first place?

not being snarky - because it looks cool and keeps the pcb (of the card) intact with the ever-greater weight of VRMs and coolers.
