Fibre will reach if you can justify the cost. Fibre connecting 5th floor to basement either outside of building or inside, fibre patch panel in your 5th floor cab and basement cab, fibre patch lead to a mini GBIC in your switch then the same in the basement, that should get your internet down the basement 😀
