Wasn't there a stock version like that? Looking at the images though this uses a different PCI-E slot cover with some more vent holes.
The product is tagged as being "Military Class 4" indocating MSI is fabbing these themselves, looking at the photos though, that is the reference product with the reference PCB alright.
So that leaves what, military grade brushed aluminum? Hah. EDIT: Oh it says right in the article it's the Vega LE version. πŸ™‚ EDIT: And looking at a comparison image the only noticeable difference that I could tell at least is that the front cover is gray instead of black and there's a few more holes for air flow.

I can't help but chuckle reading a Vega 64 being even more "limited edition" than they already are outside of a bundle atm. Looks like they're calling it military grade because of the condensators and stuff doing X amount of time under Y power yaddah yaddah (marketing).

No that's not aluminum it's unobtanium, could be military grade brushed unobtanium but I'm not sure of its certifications. πŸ˜‰

Right now they're selling out. Miners and pros. Apparently they're great compute cards. Undervolting and OCing also seems to be adding significant performance. I think AMD really didn't want to sell too many at low prices due to manufacturing.
