"the updated version of the software prompted GPU-dependent apps and games to activate debugging features that were not intended for customers." No, this is not the case, the software at the center of the issue already had these features enabled as they are used for things such as Frame latency display, the affected ETW provider is Microsoft_Windows_DxgKrnl_Performance 22h2 did not suddenly trigger these apps to turn it on, things like presentmon were already making use of the affected ETW provider, but have since been updated until the fix trickles back to release versions.

I personally manually updated the day Media Creation tool released for 22H2 on my Intel 10700 Supported Desktop that same afternoon. Only had a little bit of issues with 1 game (Battlefield 2042) otherwise system seems to be running peachy fine for all the daily tasks i do. Is it Recommened once this fix rolls out for Consumer Releases that i do a clean install then?

So what is causing the issue then? I'm not sure how is the performance behaving like stutters or something? I have been playing COD MW2 with some stutters but that is a game issue. (i9-13900k here)

which means latest 22h2 cumulative versions are fixed or it returned again?

It help, but doesn't solve the whole problem yet, so the suspends is still there.

I rolled back almost immediately an reported game performance was fubar across many titles, even before Nvidia released updated drivers which supposedly fixed the performance issues.

When was the last time that Microsoft released an update that actually improved performance??? Like...you know...not restoring performance to where it should be, but really increasing performance. Cannot Microsoft dedicate one team to create a basic modular OS? Maybe take some hints from the latest Linux kernel advancements? Currently the whole OS is fragmented into a weird mix of NT-Vista-8 parts that fight each other.
