Updated LTSB to LTSC very smoothly a few days ago, nothing appears missing.
Do we know when these files go missing ? Is it during the installation or at random times thereafter ?

Immediately after upgrade afaik, although there was a post on MDL saying to disable a setting in group policy that deletes users profiles after X amount of time that may be causing it after your first reboot
I didn't have the problem and my setting was as it should be, not configured, which is the same as disabled, but pretty sure that it would delete the entire user profile and not just a couple of libraries if that was the issue

Checked WU today (after about a week of absence from PC) and was wondering why 1809 didn't show up, guess this is why.
Better they fix it first any way.
Apparently even MS doesn't know. I had this issue doing the insider update via Windows Update once it appeared this version was RTM. So, it is not only a manual download either.
It's more than likely a lot of people don't notice missing files, and so the issue is more widespread than Micro$haft want people to believe.
This is exactly correct. I didn't notice right away. It wasn't until I was grabbing a file with IDM and it asked to create a new directory...that was the WFT moment. Every folder in Downloads was missing. I might not have even noticed for longer because typically I don't use the default IDM folders except for stuff like PDF release notes and stuff like that so it is all in one place to get rid of.
