This system already existed, but way more archaic, used to be my dad had some sort of remote trigger for street lights, turned on/off a chain of them so they could test them.

The ipads themselves are meaningless, it's just a device to control them with.
Until now i'm pretty sure they've still just been using the old RF remotes to check, which would require you to drive around and test them visually.

I don't think the price tag is due to the ipad controllability, more to do with the bulb tech/level of control these lamps offer.
I mean 14k street lights with some sort of LED or other tech (because its not specified) instead of HID is a big improvement especially with those savings mentioned.
