I wonder how many Z490 owners get to activate PCIe 4.0 successfully. Shouldn't it be theoretically possible with some mobos?

It is, but mostly on higher end mobos. There is a list somewhere on the net how fully PCIE 4.0 is supported on specified mobos

there's a dedicated 4.0 m.2 port on mine,not active on cmls

On other hand, Intel 1200 is not supported by my X570 and my B450... lol
