Kind of an odd story. "Intel China President and CEO Wang Rui..." who is responsible for Intels business in China must be facing an uphill battle. She is "announcing" advanced chip technologies that may be restricted by US chip exports to China.

Agreed. Hence why I wanted to know if they declared a site. TSMC and Samsung usually declare a node and then state where it will be installed, followed by when they expect it up and running

Given intel's track record as of late, not exactly meaningful, 10nm "shipped" in 2018 with a token cannonlake mobile chip. but wasn't usable for pretty much anything until late 2019, and wasn't suitable for desktop or server until 2021
