Intel just needed a way of justifying another chipset so u will have to upgrade the mobo again to get pcie4 if they did it now no one would buy a mobo again.

Yes and no.
It will have 35W TDP on specs but will use 1000W.

The new consoles have made a big deal about their PCIe 4.0 NVMe SSD speeds and how it will change the game experience. Postponing PCIe 4.0 will do Intel no favours in that regard. AMD also had problems with that signal jitter, as I recall. Isn't it also the fundamental reason why there's no genuine chipset in X570, only the frankenchip that requires active cooling?

Nah, I don't really see a reason for PCIe 4.0 for most consumers yet. GPU is not limited by bandwidth and even SSD with Sata3 is already pretty good.
AMD rushed PCIe 4.0 to make difference from Intel, and it caused more issues than benefits imo.
Yet people who wanted the technological edge, got what they desired.
