It would be nice if they just dropped the prices of the 1070 and 1080 instead as I don't see putting faster memory being a very big increase and using more shaders would put it too close to the 1080 so a ti to me sounds odd here.

Whether or not Nvidia is milking anything, the 1070Ti is still a stupid product, whose sole purpose is just to make sure they have something faster than the Vega56 at a similar price point. This has nothing to do with whether or not Vega is a good product, good value, etc. I am sure without even seeing benchmarks that a 1070Ti will be the better product. Still doesn't change the fact it's a dumb product that doesn't need to exist. Who is the target demographic? A regular 1070 is perfectly fine for 2K@60Hz, but not much more. A 1080 is sufficient for 2K@90Hz (so, VR for example). What's a 1070Ti going to do other than give Nvidia the opportunity bragging rights over having the faster product in that performance tier?
Anyway, the ad is funny.

I don't think that this release is a silly product launch, if people don't want it they won't buy it anyway. Customers should use their brains whatever the manufacturer's of GPUs and cards do, no way around it... it may be interesting for people not having done the jump eventually, maybe NV's plan is to cater to the people who are fed up with waiting for Vega 56 or the custom cards?

Will I buy a 1070Ti? No, I'm not in the GPU market... But I'm all for NVIDIA launching a 1070Ti to rub salt on the gaping wound that is RX Vega.

In the perspective of the company and investors, these could be smart products. But to anyone else who wants to make an informed or worth-while decision, they're dumb. Note that value doesn't correlate to how dumb a product may be. The 1070Ti could have a great price; still doesn't detract the pointlessness of its existence.
To clarify, I'm not saying Vega 64 wasn't a dumb product, because I think that too is dumb, if not dumber than the 1070Ti.
