So it keep the heat on the card due to heat properties of the material... It's like when in car tuning, people use metalic tube for air induction... It's cute but it's worse than plastic.

Metal is a good heat conductor, meaning it's a poor insulator. It would depend on the surface treatment of the inside. If it's polished metal, it would reflect infrared, returning it back to the card. That would be suboptimal. But you don't actually see it in the photos. Also, I have no idea how big of a difference it would make in practice. After all, below the shroud, you would have the heat sink, anyway, and its function is to transfer heat to the air stream generated by the fan. So, getting rid of heat by passive radiation is a secondary function in any case. Maybe a polished shroud would lower the threshold of switching from passive to active cooling? Assuming such a tiny graphics card can even sustain passive cooling.
