I'm with a gsync monitor and gsync active in nvcp but in game only let me put my fps capped to my refresh rate monitor(165hz) what the best way to capped fps to 60. Using rtss or via nvcp?

go into options and set your frame rate. My 144hz monitor can to 144, 72, and 48 so yours should be close to 60 that way. I use 72 on my 2070s with my 1440p monitor.

You can use 72,48 hz because you have v sync on in game options, but this option with g sync on give a little amount of input lag, so I will go to cap fps with external method. Maybe rtss since some users say the input lag it's almost neglegible with this method and g sync.
"Forza Horizon 5 PC will be included to our graphics card benchmark suite as a Raytracing title"
"Our main test will be raytrace based"
This game does not use Raytracing while "playing" (driving your car), only in Forzavista/garage (showcase of cars). So, I don't think it is a good candidate to include it as a Raytraced game in benchmark suite.
There is a mod to add it to the actual in-game:

I would prefer the results without raytracing as they are more valubale for the vast majority. Even if I would own a powerful raytracing capable GPU, I doubt I would enable the visuals, but the next generation GPUs might already change this, more likely the Lovelace series though.

Ray tracing works very well with current cards (RTX 30 and RX 6000) and compatible previous generation cards (RTX 20).
Clearly, there is no need to wait for the next generation of graphics cards.
