This will only work on EVGA models just like the 690. Maybe turning the LED down will enable a higher OC? I doubt it very much.

Evga customer support I just received an RMA from EVGA. The item (GPU) was shipped promptly and they up graded my video card with out a problem. The card was a GTX 295that was over three years old and received a better card in return. Great company to do business with. Eddie C

I thought all the Titan models had this feature ? ...
This feature only worked on the EVGA 690 versions, I can see it being the same for Titan. Its only dimming of the GEFORE greenlight so its not majorly important.
