Once 1903 RTM will be released, driver version 26.xxx with WDDM 2.6 will also be released. Why they should release a driver for unreleased/BETA OS version? Anyway, there is already a driver in with WDDM 2.6 released in slow ring windows update repository.

most likely a bad driver install, (seems more common with the incremental update method) use DDU uninstaller to fully clean all drivers (safe mode preferable *make sure you know your FULL admin password not the pin*) and reinstall the full driver.
