Why is the "new" WHQL 310.70 only 168mb while the "old" beta 310.70 was 209mb?

Probably because the old was international version. Even though it was labelled English at Nvidia site, it was linked to intl. version. The English WHQL properly links to English version.

Digitally signed and smaller download size, other than that it's the same as the previous driver.

I assume version numbers don't lie, so this .70 is the same as the previous .70. (The included physx is the same ver too.)
