Just checked and i can confirm:
the witcher 1 was crashing on startup on 17.12.2 and is not crashing anymore with 18.1.1. Done normal install (not clean install) and haven't restarted windows after installation.

Even if it would be better that the problem never happened, it's an improvement to see a quick fix. This is good news when some problems end up being forgotten until a new major release at the end of the year.
Regarding Ray's attitude, yeah, it's the sort of stuff that can hurt brand loyalty. On the latest Steam sale, the only game I've bought was a DX9 classic, and more content for R3E, which still runs in DX9 (fortunately not affected).

I think it was due to someone on the amd forums.. or was it reddit? saying that because the games were old, resources would not be put towards fixing the issue, which then created outrage because the games worked fine in the previous driver.

I don't agree your statement at all. Here's why.
If you're to ask someone help for driver issues as a AMD product consumer, whom should you ask/resort to:
AMD's Driver reporting form (which never yielded anything in more or less 15ish years that I have been familiar with and have owned ATi/AMD's products)
AMD's official community or
A guy on Twitter who happens to work for AMD's driver team, a person with whom only a handful people are familiar with and is someone who isn't likely to respond to your tweet anyways because he isn't obligated to?
I think the choice is obvious, this self-help AMD driver forums where AMD's PR handles general questions. And regardless whether this PR(s) write the drivers himself or he has direct control/no control over anything, he is the one who is representing AMD, and is entrusted with getting the message over to the Driver team, regardless of the communication being frequent or every once in awhile. Surely he isn't the one who gets to pick and choose which bugs that AMD's supposed to fix, and which ones to simply ignore/discard? He clearly consults with his superiors, and then gets back to us, correct?
I for one didn't doubt for a moment that AMD is going to fix the issues, but I did hesitate and questioned myself, can they be that stupid to respond to an issue the way it came out through ray_m?

If the shit doesn't hit the fan, they don't react. Being the overly devoted fan of a certain manufacturer.. fuck it I'll call a spade a spade, Fanboism (a word which is synonymous to blind as well is what I feel) is just bad for the industry. Fanboys are stupid, and will let their beloved manufacturer get away with murder if it actually ever comes to that. It's just as bad as the people who started saying that AMD should move on and must not bother with DX9 support, and equally as bad as those who wrote teary-eyed posts like "we love you nvidia and we don't have any issues with you giving us 3.5 out of 4."
Some people indeed are having a boring new year, because they bought games off Steam sale, only to find that they don't run at all with their spanking new Adrenalin suite, then went to ask for support, and had the door slammed right in their faces. 🙄
As consumers, it's our duty to actually watch each other's back. If some of us have a legitimate issue on our hands, do your level best to extract the support out of AMD to have things resolved, even if you're not affected by it. It should not be the other way around and where you look for ways to justify leaving them high and dry.
Do this instead of chasing people away with saying stuff like "Your card is too old, you don't deserve support" or "Direct EX 9?? Seriously, Deus EX ManKind Divided is DEE EX 12, GTFO" or "don't like it, go buy nvidia" and I assure you, the GPU market will have even competition, which it desperately is in need of.

I suspect it would have been fixed quickly anyway. Its not like Skyrim or Oblivion are "unloved". I still play Oblivion from time to time, and in fact prefer it to Skyrim.
