Friend of mine also had the same problem, we spent few hours trying to make 7730M accept new drivers. After installing newest Catalyst drivers, the Control Center wont start up, so we rolled back to factory image and then, downloaded latest drivers, that are offered at Dell website(not latest version of Catalyst, but latest available for Dell, the tend to delay releases). After doing so, everything went back to normal. Its quite easy to see that your radeon is kicking in, since intel gfx wont be able to pull demanding games on high settings(providing your not bottlenecked by mobile cpu). If you still need a proof, try downloading MSI Afterburner tool, it will show you charts for radeon gfx, like % usage and avg fps. As a dell laptop owner myself, your friend`s best bet is to stick to dell approved drivers from their support site. Im not happy with this myself, however it kinda provides "safe & stable" versions, so I wont run into driver problems in the middle of studies. p.s. make sure, that every new app you install, you go to the "configure switchable graphics" and set a specific plan for it, that way it wont hang up(had windows using intel gfx and trying to use radeon for winamp at the same time, whole system hanged up)
